**Explanation:****Solution:**

Let the side of the square = x

After increase, length of one side = 1.3x

Let after decrease, length of other side = y

Then, (1.3x)(y) = x²

y = 10x /13

Percentage decrease in other side = 3x/ 13 /x x 100 = 300/13 = 23 1/13%
